Redondo Beach's Budget and Finance Commission meets Thursday, July 9, at 6:30 p.m. to discuss whether to formally push the City Council on how it awards contracts and manages its nearly $200 million capital improvement program.

The meeting, held in the Council Chambers at 415 Diamond Street, comes after the council adopted a $130.3 million Capital Improvement Program for fiscal year 2026-27 on June 16. Of that total, $92.9 million is earmarked for new police and fire facilities funded by Measure FP, the $93.35 million bond that voters approved in November 2024.

Two of the three substantive agenda items involve potential letters to the City Council. One addresses professional services procurement; the other targets the CIP process itself. According to the posted agenda, commissioners have discussed both topics at multiple meetings this year, including sessions on April 23, May 26, and June 11.

The commission will also review the City Treasurer's Third Quarter report for fiscal year 2025-26. The council received and filed that same report on May 19 as a consent item, but the commission's review gives residents a chance to ask questions about the city's cash position and investment portfolio.

The bond dollars are already in motion. City Manager Mike Witzansky said in July 2025, when the council hired Griffin Structures as Measure FP's project manager, that the planning phase would "set the tone for how we'll ultimately design and construct these facilities." With the new fiscal year starting July 1 and implementation underway, the commission's Thursday meeting offers a public checkpoint on how those funds are being spent.
