Manhattan Beach could raise parking meter rates, lot fees, and citation penalties under a proposal set for public hearing Tuesday, July 7.
The City Council will open the hearing at its 6 p.m. regular meeting, considering adjustments to hourly rates for on-street parking, city parking lots, and beach parking lots inside the Coastal Zone, plus on-street meters outside the zone. A separate resolution would raise citywide parking citation penalties. Finance Director Bretthauer and Community Development Director Alkire sponsor the item, according to the agenda posted July 1.
The agenda does not specify current rates or proposed new amounts. A staff report with those details was not publicly available as of July 1.
Federal funding presentation
Before the hearing, Rep. Ted Lieu will present a Community Project Funding check supporting what the agenda describes as "the City's Critical Infrastructure Project." The specific project name and dollar amount were not listed. Lieu represents California's 36th Congressional District, which includes Manhattan Beach.
Parking Lot 3 study gets another $52,000
On the consent calendar, the council will consider a $52,062 amendment to its engineering services contract with IDS Group, Inc. for the Parking Lot 3 Redevelopment Feasibility Study. The addition would bring the total contract to $121,234. Interim Public Works Director DeFrancesco sponsors the item.
Housing code update advances
Also on consent: the second reading and adoption of Ordinance No. 26-0009, which amends the Manhattan Beach Municipal Code and Local Coastal Program to implement the city's 6th Cycle Housing Element. The city adopted that housing element in 2022 to meet a state-mandated target of 774 units during the 2021–2029 planning period. Community Development Director Masa sponsors the item, which carries no budget impact.
Other notable items
Mayor Franklin and Councilmember Lesser have requested a discussion on limiting councilmembers' conference attendance to two per year. The council will also receive an informational report noting the Planning Commission recently approved a Master Use Permit amendment for Sogno Toscano at 451 Manhattan Beach Boulevard, Suite B102, allowing on-site beer and wine sales with food service and an outdoor dining patio open until 11 p.m. daily.
