Hermosa Beach is proposing changes to how it handles code-enforcement citations and will take public comment on the ordinance at a hearing Tuesday, Sept. 8.

The Hermosa Beach City Council will meet at 6:30 p.m. in the City Hall Council Chambers, 1315 Valley Drive, to consider amending Municipal Code Chapter 1.10, which governs administrative citations and penalties. The city posted the hearing notice on Thursday, Aug. 27.

The notice describes the proposed ordinance as an effort to update those procedures. The specific changes have not yet been made public.

What Chapter 1.10 covers

Chapter 1.10 contains 11 sections of city law. They spell out how citations are issued and served, fine amounts, the appeals process and the right to judicial review. The chapter also addresses what happens when someone fails to comply with an administrative order.

The Code Enforcement Division, which operates under the Community Development Department, uses Chapter 1.10 as its authority for issuing administrative citations and penalties. The division is based at City Hall and is open Monday through Thursday, 7 a.m. to 6 p.m.

The full agenda and staff report are expected to be posted at hermosabeach.gov/agenda by Saturday, Sept. 5, 72 hours before the meeting. Those documents should detail what the council wants to change.

How to participate

The hearing will be broadcast on Spectrum Channel 8, Frontier Channel 31, YouTube, Zoom and the city's website. Written testimony from any interested party will be accepted before or at the scheduled hearing time.

Residents who want to challenge the council's decision in court may be limited to issues raised at the hearing or in written comments submitted beforehand, according to the notice.
