Budget pressure behind the increase
Hermosa Beach faces a $3.7 million structural budget deficit projected to worsen in fiscal year 2027-28, driven largely by anticipated increases in county contracts for beach lifeguard services and fire protection. The city closed a $3.2 million gap in its fiscal year 2026-27 budget through spending cuts and one-time measures, according to Easy Reader News.
Speaking about the city's broader revenue crisis during a June 24 discussion of a proposed sales tax, Councilmember Ray Jackson framed the pressure driving decisions like the fine increase: "We cannot make up for that budget shortfall. We have to generate revenue. That's the reality of it."
Councilmember Michael Keegan told the same June 24 meeting that two looming county contracts for beach lifeguard services and fire protection could cost the city $5 million or more annually, according to Easy Reader News.
The parking fines are one piece of a multi-pronged revenue strategy. On Wednesday, June 24, the council voted 4-1 to place a half-cent local sales tax measure on the November ballot, which would generate an estimated $2 million annually. Hermosa Beach voters rejected similar sales tax increases in both 2022 and 2024.
Separately, some council members have floated installing parking meters in residential areas, a proposal that drew sharp pushback from residents and was dubbed "Meter Madness" by the Easy Reader.
